The current quartz halogen lamps do have more UV output than the older
incandescent lamps that are widely used. (75 uW/lm for the latter/100-200
for the former). The quartz halogen lamps do offer a higher color
temperture (approx 3000 degree K) which means a "whiter" light output.
Depending on what type of lighting unit you are using, the UV filters can
run anywhere from $35.00 for the B&L Optivex to $ 3.00 for a sheet of
Rosco UV gel (3033).

In regards to the UV output of fluorscent lamps, they produce anywhere
from 75 - 250 uW/lm. Plastic sleeves are availible for UV reduction for
around $ 3.00 per tube.

Tungsten lamps are no longer availible as of 4/1/96 due to the Federal
Energy Policy Act. A lot of the older incandescent lamps are also dying
out due to this act.

In short your friend should incorporate UV protection into the lighting
system and should also consider lowering the footcandle level from 10 to 5
fc.

I would be more than happy to answer any other questions you might have.
