I work in a museum that is operated by the city.  We are a small museum
and there are sometimes difficulties in the budget process.  Although
there are similarities betwee the museum and parks and recreation, in
our city each has its own department.  When the city council does make
comparisons, it tends to see the museum as more closely aligned to the
library department since both are considered cultural.  As an
independent department, although very small, things like lunch and hours
are up to us.
