I was a bit confused by the Democrat & Chronicle article myself.  The second paragraph, however, does mention the city's first foray into public animal sculptures, "Horses on Parade," in 2001.  I saw then in June 2001, when the phenomenon was new to me.  Only after seeing the third or fourth painted horse out of the corner of my eye did I realize that "something" was going on.  One of my favorites was the horse in front of George Eastman House (the photography museum), peering under a dark cloth into the ground glass of a view camera.
