Ginger, we put our photos in archival sleeves that are punched for three ring binders, then store them in binder boxes that you can get from places like Gaylord. Assuming you use sleeves that are appropriate sizes, this allows you to store quite a few photos in a small space, relatively economically, and access them easily. My museum is currently using flat photo boxes to store our photo collection.  We are having issues keeping photos "stationary" on their appropriate layers.  Previous curators have used double sided tape to "lock" the photos in place on the matboards (not on the photos, mind you, on plastic sleeves the photos are in).  They've also tried photo corners of various sizes and even tried to make larger corners using mylar pieces and double sided tape.  I'm not a big fan of the double sided tape.  Does anyone have any recommendations?
