Take it to the Board and/or Museum Director. And/or consult with a lawyer.
And it should go without saying that you should stop providing a service to
the museum when you are not being paid. Have you directly confronted the
Board Prez and asked him why the invoices have not been paid?

It's sad that the Board Prez seems to be taking advantage of you in this
manner. Good luck!!
