So, Erik, what kind of stricter guidelines and greater accountability are
you proposing?  I am unclear as to what you think NEA and NEH are doing
now, or not doing, that is so offensive?  They *have* imposed stricter
guidelines, and combined programs.  And, what greater accountability could
there be than peer-reviewed grant applications?  Sounds like they have it
all covered.

Enlighten us, please.
