As head of the Administrative Services Department, the Associate
Director provides executive leadership and supervision in the overall
management, planning, policy guidance and direction for the
administrative and financial services needed to operate the National Air
and Space Museum. Directs and oversees a staff of approximately 85
employees consisting of administrative staff, the Information Technology
Division, and the Building Management Division. Incumbent is responsible
for policies, priorities, program goals and objectives for the
Department and the quality and effectiveness of products and services
provided. This includes administrative management of museum resources,
budget formulation, personnel processes, manpower utilization,
materials, building and facility services, information technology
services and financial oversight of business and revenue producing
programs and activities for the Museum. Serves as Senior Financial
Manager responsible for financial aspects of business aactivities
associated with the Langley Theater, Planetarium, National Air and Space
Society, product development, marketing, special events, facilities and
space rental, and planning related to the building and operation of the
Dulles Center. Develops a comprehensive logistics or strategic plan to
support or implement new program initiatives to ensure efficiency,
productivity, and cost effectiveness of management and financial
services for the Museum.


SELECTIVE FACTORS (Applicants must meet all of these mandatory
requirements in order to be considered qualified to compete for a
position)

1. Skill in finance AND budget or accounting to develop comprehensive
financial plans and internal controls for a multi-million dollar
operating program.
2. Skill analyzing and evaluating business and revenue-generating activities
(i.e., detailed cashflow analysis; cost and price analysis; benchmarking; or
fixed operating cost projections)

QUALITY RANKING FACTORS (These are not mandatory to be considered for a
position, but will be used to determine who are highest qualified
candidates among those who meet the selective factors)

1. Knowledge of managerial systems and processes, such as program
planning to operate a multi-level, multi-million dollar activity.
2. Skill in managing contract activities for a large, complex organization.
3. Skill in managing human resources initatives within a multi-staff
organization (i.e., organizational analysis; position management or
classification issues; special recruitment; or adverse action processes)
4. Ability to select, train, direct, motivate, and appraise a diverse
staff to achieve effective results including EEO/Affirmative Action
efforts.
