Have you had a look at the Task Force Report on Museums and First Peoples?
I'd say it's a cornerstone in building the proper museum/First Nations
relationships that are so important in conducting repatriation negotiations.
You can order a copy from the Canadian Museums Association's on-line

You might also want to check out the Cultural Artifacts and Heritage chapter
of the Nisga'a Final Agreement, available at
http://www.aaf.gov.bc.ca/aaf/treaty/nisgaa/docs/CULTURALARTIFACTS.HTML  This
document also has links to the Appendices of the Nisga'a final agreement
that set out which artifacts from the Canadian Museum of Civilization and
the Royal B.C. Museum will be repatriated to the Nisga'a under their treaty.
