    Opps...I left off the main point of your question...how to make
    the panels.

    I print off the text portions on regular paper (choose a nice
    quality and color) and mount them on gator board.  I them trim
    these with a matt cutter and mount them, along with photos, on a
    larger panel, again, often gator board. These are light weight and
    easy to install in a gallery.  You can also create fine
    looking panels if you have access to a color printer.  I have
    printed off headers in color and mounted them in the same way.
    This is the most economical way I have found and they last for up
    to a year rather well--the price jumps quickly when you look at
    photo-reproduced and silk screen work.
