If government remains committed to the arts and humanities, which it no
doubt will, it would be wonderful indeed if its allocation of funds went
almost entirely to the institutions that were truly grassroots, private,
and non-profit, unaffiliated with a public university or public agency.  We
rarely accept the fact that these are the ones that need a government
jump-start, but have no access to professional grantwriters, consultants
and all the other comforts of "big."
