I think those laws vary from state to state, whether concerning temporary
loan, permanent loan or full title. The AAM (aam-us.org) has published
guidelines on deaccessioning that might prove useful.

Subject: Case Law guiding deaccession for public trust materials

Dear Collegues;

I am trying to locate information that cites specific
case law guiding the deaccession of objects from the
collection that are held in trust.

Any help in this regard is greatly appreciated!

Thank you, and Happy Holidays to all.
