David:  Might this be some form of an orchard smudge-pot? It looks like a
tank that could hold a liquid fuel, with a thingie on top to impale a plug
of material that would soak up the fuel and smoke when you lit it. Is there
a way for fuel to reach the bottom of that holder thing on top? I didn't see
a port for filling the tank with a fuel, though.

It also looks like there are brackets to hold something, for example a fine
screen over the smoking wick-like material. The screen is now missing, but
when in place it would act as a spark arrester.

In other words I have no idea but it's fun to speculate on the function of
this artifact.

Please let us know what it is when you find out.
