TQM is a systems based analysis and documentation of an organisation. I once
worked in a museum that took tentative steps towards ISO accreditation.
Problem was the process was SO intensive that it left little time for core
Museum tasks!
What is GOOD about such exercises is that they tend to concentrate the mind
on gaps in proceedures manuals and the like.  Apart from that....... what
about fostering creativity.
