Has the IRS promulgated any formal guidelines or are things
still pretty
        much being worked out by so-called letter rulings?  If so, who
is keeping
track of the letter rulings - Museum Gift Store Assn?

Letter rulings have been the main form of guidance for many years.  I
try to keep track of them but the Museum Store Association likely does a
better job.  At least I hope they do.
