I believe you are refering to the copyright amendment contained in the
Uruguay Round Agreement Act (URAA).  You could get more information from
the Publications Section (LM-455)of the Copyright Office, Library of
Congress, Washington DC  20559-6000; telephone (202) 707-3000, between
8:30 and 5 pm Eastern Time. Or check the internet, the Copyright office
is online: http://lcweb.loc.gov/copyright or gopher to marvel.loc.gov.
