One thought on the admission issue that I haven't seen mentioned yet...

Many museums cultivate long-term relationships with their audience (and
raise revenue) through membership programs - which generally entitle the
member to free admission along with other benefits. I don't know if
membership programs would work if they didn't have this carrot to dangle.
Does anyone have data on membership programs at free institutions? I know
that even though we don't charge admission per se, members get to skip the
parking charge.
