This seems to be an internal policy issue. Your institution has valid legal title, via the abandoned property
process. If the material is considered part of the museums permanent collection, cataloged or not, it falls
under the consideration of a permanent collections management policy. If your permanent collections management
policy addresses deaccessioning with procedure, I don't see the need to create new procedures. If you don't
have a permanent collections management policy, create one and include a sound and reasonable deaccessioning
apparatus within it. If the material is uncataloged (minimally an inventory), it will need to be documented.
