I, too, have been following this discussion with interest.  In my experience, the museum I used to work for required staff to become members.  I happen to agree with several of you who have stated that since staff is giving 100% to the organization so they should not be required to be members.  Also, there was a bit of a mixed practice where I worked in that some staff members were given memberships, but most paid for their memberships - this definitely toes the ethical/unethical line. If you gift it for one staff member then all  staff members should be gifted memberships.  
Its an interesting issue.
