I cut our foam core with a mat cutter (CH Advantage
Model M48A), which is by far much safer than an X-acto
knife.  At my last job, we didn't have a mat cutter,
and I slipped with the X-acto and sliced the tip of my
thumb off.  (it was reattached, but I still have no
feeling in it...so be careful if using one of those!)

We use a spray adhesive from 3M called "Super 77" -- I
think that's the name.  (Someone has taken my can, so
I can't check it at the moment...)  It is pretty cheap
and the can lasts a long time.  It is not forgiving at
all, so once you stick it down, there's no moving it.
Our labels and photos hold up pretty well over time,
as long the adhesive completely covers the paper
evenly.
