Elizabeth,

While you have asked a seemingly innocuous question, it is loaded with legal
and ethical ramifications.

Apparently you are designing a "small museum" (the whole building?
exhibits?) for an entity that evidently does not know a thing about
acquiring, organizing, cataloguing, exhibiting, storing, or maintaining
collections if they don't even have a deed of gift.

Does this "museum" have a mission statement? a collections policy?  It
appears that they are putting the cart before the horse and designing a
museum before they even know who or what they are.

I strongly suggest they hire a consultant before going any further.
