A "program evaluation" clssically address any combination of four elements:

program mandate (Does it make sense? If it once made sense, does it still do
so?)

program objectives achievement (Is the program doing what we had hoped it
would?)

program impacts and effects (What is happening as a result of the program?)

program alternatives (Are there better ways of achieving the objectives?)

If you could give me more information on which of these would be involved in
your study, I would be happy to help. Pls reply off-line.
