I've read and re-read your note, lots of food for thought and I'm also
looking forward to reading "Copyright and Fair Use..." (which I have on
order).  I could call it a "research fee" instead of a "usage fee" because
about 90% the requestor is unable to come to the Museum to do their own
research. The "usage fee" does not always cover the cost of locating the
negative, gathering the information about the piece -- which is not always
conveniently located -- as well as collection maintenance -- resleeving the
negative, climate control for the collection, ad infinitum

I don't consider the institution being reimbursed for all of that -- "holding
in ransom".
