Try the US Department of Agriculture, Rural Development ...
they are situated around the country in site offices.

FYI - the grant mentioned in the first reply are now known as TEA-21 Grants.
They use federal funds funneled through each state's Department of
Transportation. Each state handles the funds a little differently in what
they like to fund, but transportation museums is generally one
of the items that the money can be used for. I would research the info with
your Dept. of Transportation and with the City you live in and decide the
best way to apply, your city is most likely aware of this if they have an
active grant writer.
Hope that helps. We are in the midst of using one to develop a hiking biking
trail to access a Lewis and Clark site through a partnership with our city
and county.
