I feel obliged to respond in this valuable thread, trying to balance my 
gains and subscription at Museum-L...  :-)

Positive "Museum Law" in Croatia exists from 1998, its text in Croatian can 
be approached at

First "Law of Museum Work" was established in 1977., obligatory for all 
Yugoslavian federal constituent republics of its time.

The current law defines "prerequisites and ways of practising museum work, 
organization of museums, museum fonds and documentation, museum staff 
grades, and other issues of importance for museum work" (article 1).

Museum Law is a basis for National Museum Council work, and introduces 
additional legislative documents concerning details about museum 
documentation, museum standards (establishing and specifying a museum, 
necessary standards) and others.
