Don't know what you're using to search, but there are
three I can suggest:

http://www.ixquick.com
http://www.google.com
http://www.alltheweb.com

I prefer Ixquick because it opens up a new window for
each link.  Many find value in Google, and don't
underestimate the possibility that you can get a
cached copy of a document through Google sometimes
without having to pay for the archive retrieval fee
from the paper even though the other link may be bad.
This week's Tourbus (free, twice weekly, great web
pointers, sign up at http://www.tourbus.com) is
reporting that Alltheweb is proving handier than
Google.

If that doesn't work, you can find a list of
newspapers available (so you could query on the site
of the possible suspects) here:

http://www.newspaperlinks.net

Once there, you can click on the state in question and
find the papers available online.
