With the three straps and the "U.S.," I'd be inclined to think it might
be one of a pair of saddlebags.  There's a great resource for things
like this on the Society of the Military Horse website at
http://www.militaryhorse.org/.  If you can't find your item among
their extensive archives, I'm sure if you posted a picture to their
general discussion forum, if it is military and horse-related, somebody
there will be able to identify it.
