I think that the title of Registrar has too many connotations of some
troll sitting in the basement with a card catalog, yelling at everyone
who wants to use it!  Actually, today's registrar sits in the basement
with a computer yelling at everyone who wants to use it!  The title of
Registrar has outlived its usefullness.  Lets try something else..
