If you do not own the copyright, you cannot authorize *any*
copying, re-publication, re-purposing or distribution of the
material -- again, "commercial" is not the factor.
Non-commercial use is
only a potentially mitigating argument once you find yourself
in court; it does not absolve one of copyright infringement, it may only reduce
monetary damages.
