What is really surprising is that, during the Second World War, units
followed behind the advancing troops, ready to provide interim civic
administration, albeit with military clout, as the Allies advanced into
Germany. This was to provide stability, maintain services and, inter alia,
begin the de-Nazification process, particularly by identifying and detaining
certain classes of wanted persons.

It worked reasonably well. One wonders why, less than 60 years later, there
sems to have been no attempt made to repeat and improve on that process.

Like Terri, I was in the most affected area of Trenton during the race riots
but, thank God, only for an hour or so and then only when a very firm
police/NG control had been established. It was still a very sobering
experience.

I must say that I was struck by nor merely the effectiveness but the
sensibility of the four police officers who boxed in my car outside the
Western Union office that night and then escorted me out of the area,
swerving to block the street behind me so that we could not be followed.
THAT kind of professionalism was badly missing in Iraq.

One cannot blame the soldiers, as this was NOT their mission. The problem
lies higher up and is NOT confined to the US.
