One of the first grants that I helped my organization get was one for
"capacity building" that included paying my salary for 2 years in order to
give the organization time to develop a stronger funding base.

The other place to look is on the Foundation Directory under "types of
support" you can search for organizations that fund "income development."
Most of these tend to be community foundations, but not all of them. Might
be a good place to start.
