Contact InterNIC, the domain registration service, at
"www.internic.net".  There are complete instructions on how to register
a domain name, including how to search ti find out what is available.
There are no provissions (that I know of) for a free or dis-counted
registration.  However, the rate has just been reduced (as of March
1998) to $70 for the first two years.  (Each year after that is $35.)
It is cheap enough that anyone should be able to afford their own domain
now.
