          There is a program called ISTEA, run, I believe out of the
          Federal Highways. Usually, state Departments of
          Transportation are the actual administrators of the program.
          Acquiring an old railway site and building would fit within
          their guidelines, but its an arduous process, not for the
          faint of heart.
