Though not a professional Web developer, I have to agree with Steven's assessment of Front Page.  I'm re-doing pages that were done in Front Page.  When I started here, I insisted we purchase Dreamweaver.  I've used it and have trained our interns and my archives assistant all how
to use the software to create basic pages for our site.  As with any new program, there is a learning curve, but it's well worth the time spent learning the program.
