Try the Chesapeake Bay Maritime Museum in St. Michael's, Maryland.  They 
maintain 5-6 collections boats, run a restoration shop, and have many sailing 
programs.  Their staff contacts are here: 
http://www.cbmm.org/ab_staff_cont.html  Surely they must deal with similarly 
complex issues of long term preservation of collections, coast guard 
certification of historic vessels, and insurance  Their exhibitions, programs, and 
scholarship are well-respected and they are AAM accredited.
