Rack card vs. tri-fold really boils down to what you are doing with them
as to which is better.  For mass distribution the rack card is perfect
for a quick "Hey! This is us and why you have to come here!!" eye
catching images and direct, easily digested text with a map and or
contact info.  These can be produced (relatively) inexpensively and are
what catch many visitor's eye and brings them to you.  Typically they are
widely distributed through chamber of commerce visitor's centers and the
like or paid distribution businesses.  I would check with any
organization such as these that you already may be a member of or that
operate in your area as to what they find works.  Also, they can give you
an idea of how many you need to print to get into the distribution system
if you don't already know.  I also can't stress enough that you need to
go to a visitor's center on the highway or locally and put yourself in
the visitor's shoes, see for yourself, and talk to the staff there as to
what works, gets attention, etc. and make any and all directions clear
and easy to follow (it's amazing how the simple mundane things are
sometimes the most important).  I would suggest that the front be in
color, especially at the top (the part that would show when it is in the
rack) and to save money the back could be black and white.

The tri-fold is good for more info and graphics and would be more suited
to things like group tour mailings or in response to requests for
information.  In short, don't just give them away, that's what the rack
cards are for.  The more expensive piece should be more targeted and,
hopefully, gives you a better return for your investment.  If it is a
question of money, sink most of it into your rack card now so as to get
an eye catching draw out there, and in large numbers, then do your
tri-fold (even next fiscal year if necessary).

On a personal note, it's good to hear the Old Guard Museum is getting a
little more marketing.  I spent a few years next door at D Co. in the
casket platoon back in the early 90's.  Great memories and I always
enjoyed a stop every once in a while into the Museum (is it in the same
location?).
