California has had this law for many years, and some hospital auxiliaries
even give or loan car seats to new parents. There are "recycling programs"
for donating outgrown car seats.

I was in a severe car accident when nine months pregnant and I had my
two-and-half-year old screaming in the back seat ... from his car seat,
unharmed. I had nightmares for years and never let my children go any place
unless I, my husband or my mother were responsible for driving.
Consequently, I was an involved preschool and kindergarten mom who
volunteered to drive or the kids didn't go.

It is FAR MORE IMPORTANT that you help the preschools and applaud your
legislators (but what took them so long?) than worry about attendance.

You might consider target marketing to preschools, encouraging them to
involve parents and other adults as drivers if they are able to take time
from work or home. You might promote it with smaller-scale, adult-child
actitivies that center around your museum's specialty. In this way, you may
educate more adults to the joy of your facility and make the family's
experience of going to museums as a valuable, desirable habit.
