I am confused.  Why are cellphone users bothersome to others?  Are they
talking loudly?  Is talking not allowed in museums or restaurants for that
matter?

If this is true, perhaps the museum will have to post NO TALKING signs
rather than discriminating between people talking on a cellphone and those
talking to each other in person.

If a person is talking during the lecture portion of a guided tour,
shouldn't the docent just ask them to be quiet?
