I don't know what crowds will be like in October, but a good idea to avoid
long security lines is to use the entrances to mall museums that face AWAY
from the mall itself. Nearly all tourists use the mall-side entrances, so
lines there are often excessive, while there is often no waiting at the
Constitution or Independence Avenue entrances.

Consider Capitol Hill for accomodations as well. There are many good
restaurants, several metros (on the blue & orange lines, like the Smithsonian
stop), and many B&B's there; the neighborhood is safe, architecture is great,
and Eastern Market is a nice gem for cheap picnicking. As long as you stay
north of the Southeast Freeway, you should not have any "rough neighborhood"
issues. I've lived there for 5 years and never had a problem.
