Regarding thefts -- the FBI is very helpful and it would certainly be a good
idea to contact your local agents -- they can probably put you in touch with
the agents who deal with art theft.  You can use their suggestions in
developing your policies.  Some agents also periodically do presentations at
regional and national meetings.  They are great, and very helpful.
