A new method of stabilizing and making shafts like this safe is to fill the
shaft with a sort of foam product that hardens on contact.  This has been
used for a number of shafts in Joshua Tree National Park here in
California.  You coould call NPS conservation and find out the product.  I
do not think that it is expensive.
