I'm not sure I'm *happy* with my system, but here's what we do - I send out
renewal notices every other month. New members and renewed members alike
receive a new membership card every year. By the time I send out thank yous,
I generally have enough to fill a full card of the business cards.

I would prefer to send the cards out more frequently, but we only have one
employee (me) right now, and there's a lot of other things to do.
