practice, as I see it, is to balance it against what a student would pay if
he or she took a course in museum practice, instead of taking an unpaid
internship.

Many students have to pay tuition for their internship credits. I had to pay
over $2000 in tuition for my internship credits, in addition to quitting my
job in a very  tight job market. This makes for a very expensive course in
museum practice. I was fortunate enough to get a modest NEA grant to support
one of my internships, but...
