Hmmm, what does that say about your reason(s) for charging? I.e., if you plan
to charge for something, shouldn't those charges be based on the _needs_
that you determine must be satisfied by the charges? I would think that
the "needs" shouldn't be that "others charge, so why not us?"
 
Perhaps your reference to "intellectual control" holds the key to your
reason for possibly charging, and you believe that other libraries have
found the charging rate that gives that intellectual control? Wild
speculation on my part; can you clarify why you might choose to charge?
