Two places that I know of carry repos of the cows - Hallmark and The Museum Store. From there you should be able to get hold of the company/organization that initiates the cows. They could be helpful or at least provide guidelines for what you need to do to participate in the cow parade. (I'd guess that the web address is www.cowparade.com )
Here (Little Rock Arkansas) they do pigs. The metro area here is about 300,000. Local artists donate their time and supplies (?) to decorate one. They (pigs not artists) are displayed around town and then auctioned. Recently there has been problems with vandals. Someone at our arts museum might be able to point you the right direction for the information you seek. www.arkarts.com

Is this the same thing as the buffalo they did for the Olympics in Salt Lake
City? They later auctioned them off. If so, you may want to contact the
Olympic committee, to get their ideas.
