I think Delta Designs will fit your needs perfectly. You can have a mix of
shelves and drawers in a cabinet or have them all shelves or all drawers.
If you can only afford shelves in one budget, you can order drawers in the
next cycle and install the drawers later.  The drawers come in a variety of
depths and can be of mixed sizes in the same cabinet.  They have a variety
of stock sizes of cabinets but the interior is always whatever you want and
can afford.  I think they also will build a special sized cabinet.  They
send an installation crew with the cabinets, too.  I think the owner is
Bruce Daniels.  They've been very easy to work with from my end.
