     "...returned to their rightful owners..."

     So, if you give or sell me your car, who IS the
     rightful owner?  The first question you have to answer
     is just that.  Perhaps the museum IS the rightful owner
     under local law.  Museums, as stewards of their
     collections have a responsibility to consider the law
     as well as "moral" and/or "ethical" propositions.
