Estimates on cost are hard to judge without knowing the scope of the work.

For Instance:
"I want to buy a car, how much is it going to cost?"
Ford or BMW
Van or Convertible
etc..

It's hard to know how much you need to spend without knowing what you'll get for the 
dollar amount.

I feel your pain, as you have to come up with a dollar amount without having an estimate 
for cost, AND without a 'tangible' outcome promised.

If you can quote more of the specifics, I'd be happy to share with you (and the list) how 
much I think it would cost to develop your project.

Defining things like...
Size
Materials
Technology
Audience
Location
Lifespan
Installation Issues
Content Creation Responsibilities
Timeline (what done by when)

etc..
