Try not to get outraged about copyright, because it exists for everyone's
protection, and your scrupulousness is admirable.  The current U.S. copyright
law allows everything anyone writes to be copyrighted automatically, although
formal copyright registration is also advisable if you want to be able to
take legal recourse against infringement.  You're right that in most cases no
damage is done in copying or reproducing a work, but respecting copyrights
and requesting permission to copy, reprint, or reproduce something
constitutes a courtesy to the author; let's hope most authors return the
courtesy by being cooperative and responsive to requests for permission.
Occasionally an author may have a good reason not to permit copying in a
particular venue.  And of course, if there's money involved--if an author
wrote something for payment--that's all the more reason to request
permission, which may be granted only on payment of a fee.  Either way,
authors have a right to control where their work appears.

On the other hand, the "fair use" doctrine allows portions of a work to be
quoted, especially in non-profit situations, without permission.  I think
it's basically a fair and reasonable arrangement.  Naturally, over-zealous
and litigious copyright defenders can make life difficult by abusing the
system, resulting in unreasonable, unfair restrictions on the flow of
information.

Again, you're to be commended for doing things properly and professionally.
Let's hope you get your permission without any hassle.
