A friend of mine looked at the picture and says he is pretty sure it is a frog gigger.

I've never seen one before but it's definitely NOT a niddy noddy. It

might be some sort of rope winder for making rope but it doesn't look

like it will make any kind of useful skein of yarn. It actually looks

like some sort of fishing pole but it might be part of a commercial

spinning machine.
