Dear group;

I have recently come into possession of an older
painting done by an Ndee individual over 35 years ago.
 He's gone now, but his legacy is worth saving; but
here's the problem -- the painting is on an old drop
cloth (not only an artistic painter, but also a house
painter), done in what I think are oils, but they are
severely chipping off now.  The painting is covered
with dust from 35 years of hanging in Arizona.

Not having the resources to send the painting to a
conservator, what are some options to stabilize this
painting?
